Amendment No. 1 was offered by Representatives Berkowitz and Seaton: Page 3, line 19: Delete "10" Insert "five" Page 3, line 21, following "subsection.": Insert "Under no circumstances may grants or contributions from these organizations be used for political purposes, or to lobby on behalf or in opposition to any actual or proposed legislation." Representative Berkowitz moved and asked unanimous consent that Amendment No. 1 be adopted. Amendment No. 2 to Amendment No. 1 was offered by Representative Berkowitz: Delete "Page 3, line 21, following "subsection.": Insert "Under no circumstances may grants or contributions from these organizations be used for political purposes, or to promote or lobby on behalf or in opposition to any actual or proposed legislation."" Representative Berkowitz moved and asked unanimous consent that Amendment No. 2 to Amendment No. 1 be adopted. There being no objection, it was so ordered.
